Done in that Oh so 1970s style of Molten Metal this Two Tone Ergonomic Metal Choker Collar Necklace is for a smaller neck. It is signed in the back of the neck ALLEN JACOBSEN who was a Norwegian Metalsmith. It measures 12 inches around with a 2 1/4 inch space in the back. It will bend slightly, but I still think this belongs on a smaller neck. The front is 1 1/8 inch wide.
