This fascinating piece is a Japanese Akasuke Ginbari Cloisonne incense burner (or censer) that includes a married lid (meaning it's not original to the piece), circa the 1920's. Akasuke is often referred to as "pigeon blood" and Gin Bari is is cloisonne which has a highly detailed silver foil (or metal) base. We have not been able to find a signature of any kind.
