It's a little Dutch boy dressed in traditional Netherlands clothing--a fez-like cap, shirt with waistband and wide pants--and, of course, wooden shoes!
He is beautifully depicted in wonderfully vibrant colours done in kiln-fired, basse-taille vitreous glass enamel. The lovely colours include baby blue, purple, yellow, green white, black, and flesh-tone.
I'm not sure what the metal is--looks like base metal that was covered in a silver finish at one time. The silver has just about worn off, leaving behind a brassy-bronze colour.
Measures 1&1/2" tall by 5/8" across at its widest point.
Pin at the back is very old, looks like a different type of "C" catch.
Condition is excellent. There is very little enamel loss, and a little discoloration to the top of the boy's hat. But I would say the pin is in overall remarkable condition for 100+ years.
