Sterling Silver Hat Pin Holder

I know it dates from the late 1800’s to the early 1900’s – and I believe it is sterling silver – my suspicion is that it is actually a tooth pick holder but it would make the greatest hat pin holder. It is a very sturdy stand with a tier in the center that has six holes in it to hold what ever it is suppose to hold. On the top the finial is a bull. The bottom tier has an egg and dart molding around the edge. On top of that base there are two silver touch marks – one is of a 5 point star and I can’t make out what the other hallmark or touch mark is. Just a terrific silver novelty piece or object of virtue and it measures 4 Ύ”h with the diameter of the base 2 3/8”.
