Palmer was born in Tacna, Peru on October 25, 1971. He studied at the art school "Francisco Laso" in Tacna from 1990-1991 and graduated from the "Superior National School of Bellas Artes of Peru" in 1996. Since then, the artist has achieved success both in South America and in the United States. Emotions and sensations inspire Palmer, who cites human nature as his main motivation.
