This New York State CONSPICUOUS SERVICE medal was (and still is) awarded to any individual who has distinguished themselves by exceptional meritorious service while in the position of great responsibility. That includes being an active member of New York State Organized Militia or those who have supported it.
It also includes those who have served in the military and/or who have been decorated for other distinguished service. It's a very special award, not granted to many.
This one came from the estate of a WW II veteran. The back states...'Presented by the Governor for the Legislature State of New York to'...there's no name engraved on the back.
The medal is made of solid sterling silver. It hangs from a faded red, white and blue ribbon. The medal measures 1 5/8 inches each way. With the ribbon, it's 3 1/2 inches high. There's a secure rollover clasp.
The medal (by itself) weighs 32 grams. It's in excellent condition and very impressive.
