Signed "Sterling" Silver heavier buckle shaped brooch with numbered marking and hallmark

Interesting hallmark on this signed "Sterling" Silver buckle looking brooch with the number "3842" also shown and a cross with a flaring dress like design and next to that is a bottle with xx laying flat to the ground. I have been unable to identify the hallmark, if that is what it is, or the Manufacturer. There is light to moderate Silver patina, polish if you must and the brooch itself is in excellent vintage condition and measures 2 x 2 1/2 inches.
