English art old Cornwall watercolor painting listed artist signed PHIL OSMENT

Watercolor on paper painting, circa early 20th century, showing a coastal village that's likely some place like St. Ives or Newlyn in Cornwall, or Wales, where the artist, PHILIP OSMENT, frequently painted. The work measures 10 1/2" by 14 5/8" (16 1/2" by 21" as framed). Osment is listed but there doesn't seem to be much information on him out there. His works do show up at auctions in London and the west of England. This work evidently spent some time in Ireland as it bears an old Dublin framer's sticker, which has been retained and affixed to newer framing paper. The painting is not faded but there are two vertical parallel browning stains of the type associated with wood boards on the reverse, etc. I apologize for the steeply angled photos but the glass reflections were tough on this one.
