F. WALTERS 19th century English watercolor landscape painting of the River Dart

Watercolor on paper painting, 9 1/2" by 17 1/2" inside the mat, 16" by 28" as framed, titled at lower right "AT DITTISHAM R. DART", signed at left by the nineteenth century English painter who is known apparently only by the signature "F. Walters". The artist painted in many parts of England. This scene is near Dartmouth in southwestern England not far from Plymouth. I would judge the age of the picture as circa 1870. The scene is a peaceful one of a hamlet of thatched roof houses by the river, hills beyond a two small manned boats in the fore and middle ground. The artist painted in both oil and watercolor, and works appear frequently at auction in England. The piece is in very good condition considering the age. There is an unexplained area to the right of the signature at lower left corner, which appears almost like a cloud of gunpowder residue that landed on the paper. It looks like a brownish discolored area. Perhaps there is some kind of relationship to the backing coming through the paper; I have not investigated its origin.
