Small Pewter Creamer with Hallmarks

I have not been able to identify the maker of this small pewter creamer. The inside on the lid is incised Country 1977 and has the following marks: An owl, a bar with the number 174, an M, and a circle with a symbol inside (hard to tell - a sun, a flower or tree?). The creamer needs cleaning but I will leave that to the buyer. There is one indentation on the protruding ring near the spout as shown. There is also some scratches and glue residue from a previous label or sticker on the bottom. The interior is a bit rough and appears to have some mineral deposits or white residue. The creamer is about 3.5" tall and 2.75" in diameter at the base. A nice little creamer to add to your pewter collection.
