Staffordshire Group Figure, Two Sailors with Fish

I haven't identified the title of this Staffordshire figure. It is a bit unusual in that it has 2 Sailors sitting on a structure (I would call it a pier). One of the sailors has removed his coat and it is hanging on a post. The base of the figure has basket weaving. There are 3 areas of moss with fish. This figure measures 10 3/4" tall. This is a 19th century figure in excellent condition.
